You are correct, the forum avatar is 64x64;
The ingame avatar is first scaled to half (32x32) but eventually cut to 30x30 from that.

This should be OK, however it is not centered and the cropping is done from the bottom right side of the image - I'll add a fix that crops after centering the image.
