Will the powers in the Mitsu's Story levels ever become available to player use? Especially the foul one, I'd love to have super enemies.

The short answer is.... Yes.
The longer answer is - they will not be exactly the same, and some may actually be 'anti-powers' (as in, debuffs that cripple Mitsu).
